We have minimum insurance requirements for all vendors built into our contracts and usually tie LOL to the greater of 2x the PO value or the required insurance minimums and amounts paid.     Interesting question. In my personal view, liability caps should be independent of insurance coverage. The core problem with such link is control. As the customer, you have no visibility into a vendor's insurance portfolio - deductibles, de minimis thresholds, carve-outs, coverage triggers.
